Construction is the best theme going for two- and three-year-olds, because the activity and the theme are the same thing: moving stuff from one place to another. It needs almost no decoration if you give them something real to shift, and it is the cheapest theme on this site to prop.

Decorations
- Black-and-yellow hazard tape across a doorway. Ten seconds, and every child notices it.
- Cardboard boxes stacked as a wall to knock down and rebuild. This is decoration and activity in one.
- Real tools kept well out of reach and plastic ones on the table. The contrast is the point.
- Skip the printed digger tableware. Plain grey and yellow does the job and costs less.

- 'Cement' — any dip in a bucket, served with breadstick 'girders'.
- 'Rubble' — crushed biscuit over yoghurt in clear cups.
- Sandwiches cut into brick shapes and stacked into a wall on the plate.
- A traybake with a toy digger parked on top and crushed biscuit spoil beside it.
Games
- Load the truck: move dried beans or gravel from one tub to another with toy diggers. Two-year-olds will do this for forty minutes.
- Knock down the box wall, then rebuild it. Repeat until they stop asking.
- Nail the plank: golf tees hammered into a slab of florist's foam with toy hammers.
- A wheelbarrow race for the older siblings who came along.

- A plastic hard hat, which they will wear home and again the next day.
- The toy digger they used, if you bought a cheap multipack.
- A 'site pass' card with each child's name and job title.

What makes the difference
- One yellow, one grey, one dark accent. Adding red and blue turns it into a generic primary-colour party.
- The load-the-truck activity is the whole party for under-fours. Set it up before anyone arrives and leave it running.
